A police officer in Peru fatally shot a man in the chest at close range, even as the victim had his hands raised.
Shocking footage captured the moment Ruddy Lozano Obispo, 33, stood with his arms outstretched inside a bar, while Officer Anderson Quispe Briones, standing opposite him, cocked a handgun and pressed it to Lozano’s chest.
Quispe pulled the trigger, causing Lozano to collapse immediately.

The tragic incident occurred on the night of October 5 in a bar in Hualgayoc, Peru. A woman on the scene rushed to Lozano’s aid, while Quispe, visibly shaken, put his hands to his head before fleeing the scene in a vehicle.
Lozano, an environmental engineer working in waste management for local authorities, was rushed to a nearby hospital but was declared dead on arrival.
The police later arrested Quispe, a lieutenant in the Peruvian National Police, after intercepting his car in the early hours of October 6.
However, while being transported to Cajamarca, he managed to escape on foot through a rural area.
Authorities continued their search, and Quispe eventually turned himself in the following day.
Bambamarca’s police chief, Aldo Cáceres, confirmed that both Lozano and Quispe had been drinking alcohol before the shooting.
Cáceres described the fatal shot as a result of “mishandling” the firearm. However, the bar’s owner, Giovanna Núñez, who witnessed the shooting, said the two men had a brief argument, after which Quispe fired twice, with one shot proving fatal.
Lozano’s family, devastated by his death, does not accept the explanation of accidental mishandling.
His father, Richard Lozano, vowed to seek justice, stating, “We want the truth about what happened to Ruddy, and we will not rest until justice is served.”
